Download the latest windows installer 3.1 v2. This might fix it.

exists and that you can access it.
ERROR_INSTALL_PACKAGE_
VERSION 1613 This installation package cannot be
installed by the Windows Installer
service. You must install a Windows
service pack that contains a newer version
of the Windows Installer service.

Try copying all the files off the CD to your HDD, and installing it that way. I've found that sometimes that method works.

i did that, no go.

i have seen this problem written about on the net, but with no solution at the end of the forum threads. The only clue i might have is that some folks say that there is a conflict with a previous install of office XP (2002). That the uninstall leaves something, probably in the registry that is screwing with the 2003 install.

thx.

This article might help. It talks about a log file called OU(00002)_Msi.log (just look for msi.log in a file search). Reading the file might help explain what's hanging your installation.

Can you post the full error message and any clues in the *msi.log file ?

How about this?

Talks about repairing a registry key to point to your local cache file.

BTW did you have office xp before the upgradE?

When you installed Office did you delete the installation files??? The reason why I ask is because I did at first and then tried to install the service pack and got the same error message you got. Then I did a clean install without deleting the install files and then the service pack installed flawlessly. Give it a try and hopefully it works.

this is more than two years later. i am doing a re-install of office 2003 and run into a weird problem with not being able to install it and the error message being 1603. over and over again. frustrated. i do a web search and stumble upon my very own post from 2 years ago. it's the same exact problem as before. i read the thread avidly looking to find the solution, because there obviously was one as i had msoffcie 2003 installed. nothing. no solution.

i continue checking google links to the problem. and finally hit upon the solution. which i intend to transcribe here for myself, others amd posterity.

opne the registry and surf to this key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Deliv ery\SourceEngine\Downloads\90000409-6000-11D3-8CFE-0150048383C9\Sources\90110409-6000-11D3-8CFE-0150048383C9

in the right hand pane, create a new string and name it "path" (no quotes). give it the value of your cd install drive where the msoffice cd is; mine was this: "Y:\\" (no quotes, and yes i used double slash.

this worked for me. after the install, the value changed all by itself to: Y:\OFFICE\

good luck

can't install office 2003 because MG561403.CAB is corrupted OR not found..

Got a solution..

for those who are facing this problem, download this zipped file from the below link and replace it to your office 2003 location in your hard drive to install office 2003 properly..

Well, I had the same problem trying to install Office 2003 on Win XP SP2, and I followed these suggestions and and others I found on other forums. Took me two days but I did it.

I decided to join this community to give my solution as I'm clearly not the only one who suffered this problem. Bardos was very kind to post his solution to posterity; I'll do the same.

I tried Bardos' registry edit, but it did not do it for me, at least, not on its own.

One suggestion worth noting is that if you've added programs from a newer version of Office, it could lead an Office 2003 install to look for newer cabinets, not the ones in the 2003 install. I did in fact have Visio 2007 installed, so I uninstalled it, but the problem persisted (install looks for CAB files on the CD/hard drive that are already there).

What I did finally was to copy the install CD files to C drive, top level, and install from there. When asked to find the CAB files, I pointed to the CD. The install continued successfully.

Someone pointed to a Microsoft blog talking about the LIS, and I suspect this is related to the problem. I now have the LIS on my F drive, and I'm not going to move it from there. I suspect I deleted the Office 2000 LIS files years ago, which may be the reason for my problems.

So, if anyone else has these problems, try my solution above, if that doesn't work, then try all of these and then try my solution:

- Remove the MSO Cache files using MS's LIS removal tool.
- Uninstall any newer Office files than those of Office 2003.
- Edit the registry to have the install directory go to your CD drive.
- Drink beer.

Together, it might just work. Good luck.
