Im my experience YES!!
but remember this will only be Video, and you will need seperate audio cables aswell.
Once connected you will have to activate second monitor under Display properties.
Some laptops have a function key that switches between monitors.

im sorry but you cant just buy a simple cable and take a VGA (RGBHV signal) into a component (Y PB PR signal) ... even through they are similiar they are different... VGA has seperate channels for Red Green Blue Horizonal sync and Vertical Sync whereas a component sourcs is Red Green Blue and the horizonal and vertical sync travel over the green signal wire... and you simply cant splice them all together.
In other words your going to need a vga to component converter.

looking at my instance i must have just been lucky as the LCD TV done the conversion for me.
Check the spec of your TV to see if it does the same. Some do, some dont.

the LCD tv could not have dont the conversion... as the horizontal and vertical sync channels would have never been connected to it... the only way it would have worked was if the computers gfx card could output a component signal.

Explanation:
This cable is primarily used for connecting video projectors with Component-in capability through it's VGA port. It can only function with a VGA port that is either able to recieve or transmit Component signals (Y, Pr, Pb).
IT WILL NOT ALLOW YOU TO CONNECT YOUR COMPONENT VIDEO SOURCES TO A REGULAR COMPUTER MONITOR OR HDTV unless you monitor specifically has this capability. Most do not. (Please check the documentation for your computer monitor)
THIS CABLE WILL NOT ALLOW YOU TO CONNECT YOUR COMPUTER'S VGA PORT TO THE COMPONENET INPUT ON YOUR HDTV unless your video card supports component out function through it's VGA port (please confirm with your video cards documentation before purchasing)
This cable will not convert RGBHV into Y, Pr, Pb.
This cable will not convert Y, Pr, Pb to RGBHV
This cable will not support Y, Cr, Cb.
For more information regarding Component video signals and VGA video signals, please refer to the "knowledge base" tab.
This cable is for Satellite TV, HDTV, Component RGB Video, Y/ Pb /Pr Video and most LCD Projectors.

I spent quite some time looking for one but never was able to. My solution was to buy a new video card with s-video out. Sadly you can't do that.
There are converters but they cost >$80 to easily 300 each.

In short: no. You need a converter to convert the signal. RGB and YPrPb are two completely different signals altogether, can't just swap the pins around and expect it to work.

sorry to say but im 99.9999% sure you just wasted your money... hope you didnt spend more than 10 bucks.
It depends on the video card in the laptop.
