Im looking at an upgrade to a P4 anybody here can suggest what brand of mobo to buy? it must be cheap, stable, and of course, overclockable.

If your upgrading then just go Athlon. You can get a Athlon 1 gig and a Shuttle AK 31 for 185. And the shuttle overclocks a very big deal, i got my 1200 to 1507 with air.
