What's causing this - the fact that I'm restricted to 60hz with DVI, maybe?

Most likely it is because it is upsampling to fit your LCDs resolution. Most DVDs are only 640 x 480 or 720 x 480 resolution, so you are stretching it to your screen size.

Actually, its running in a window, I only watch dvds in a standalone player, unless I need to capture...
