LCD turns on for a second and then off

I looked online for some help but couldn't find any to solve my problem. A dell lcd that I have will display an image on startup for a second and then the display will disappear. The power indicator on the monitor just blinks green. I have tested another monitor on the computer , and I have tested the power cord and video cable on a working monitor to verify that the problem lies within the monitor itself. Any suggestions?

I got an old 15" monitor to replace it and the monitor just spontaneously shut off while in use and now when you turn it on you hear a brief chirping noise but no display. Could the video card be frying the monitor?
