75Hz if your monitor can support it. 60Hz will generally cause noticeable flicker, which can lead to eye strain and headaches.
Only set it as high as your monitor actually supports however. If you set it too high, then you can severely damage your monitor.
i have a dell 2005, anything wrong with setting the dell to 75?

It depends
If you're talking LCD, then it doesn't really matter much. Set it to whatever is clearer for you. It can vary from person to person, and from environment to environment. Electrical interference can change what you set it to.
If it's a CRT, then 75hz for sure.
Refresh rate not applicable. It goes by response time on LCD.

On the Dell 2005fpw, the refresh rate is maxed out at 60hz at the native resolution of 1680x1050, you can't set it higher.
If you are using a lower resoution, selecting the highest refresh rate available to that resolution (check the box limiting refresh rates that the monitor supports) makes the most sense.
Although refresh rates on LCDs dont really effect flicker at all.
