Im planing of buying a new monitor but dont know what to choose.The ones i have looked at are...

Viewsonic 19'' TFT VX924 (3ms)

Samsung 19" TFT 930BF (4ms)

...which one of theese 2 im I going to buy?

They both look like great monitors. I have had great experiences with my Samsung monitors, but I think Viewsonic is just as good. I would give the nod to the Viewsonic.

If you are buying the monitor this week, Best Buy has the Samsung for 330 or so after rebates (they're a pain, but nevertheless money back) this week.

EDIT Well I know Best Buy has A 930 Samsung on sale, not sure if it's exactly the one you're looking at.
