I am shopping for a 17" LCD to be used mainly for graphic design, I need to be able to see the right color (similar to CRT).
I have a budget of $400, so I guess anything in the 300-400 range would be good. It must be black!

No, I don't. Some $500 monitors are 20ms. some $600 monitors are 14ms.
The more MS the better? or the lower the MS? I have no idea.
the lower the MS the better. MS is the response time, so the lower the millisecond the better. usally anything under 25ms is good for gamming.

Thank you. So the 12 ms Samsung would be a great refresh rate, still doesn't say anything about the color.

that would probably be the best monitor in the price range.
I have no technical info on color, if you want something that detailed then maybe google it? i can't tell the difference between my lcd and crt so i dont know.
