I think the problem here could be the fact thay you
I installed the drivers with my old graphics board and put the graphics board in
Assuming this means that before you removed your old gfx card you just installed the new drivers for the new card, then changed cards.

The correct way to do this is to ininstall the drivers and let windows use its own generic just able to see things with.
Clean out all the stuff left by the old drivers.
If your old card was Nvidia then d/l this and run it in safe mode. NV CLeaner (http://download.guru3d.com/pafiledb.php?action=license&id=5&file=167)
Having never used ATI I don't know if there is similar programmes for them. Perhaps a post in ATI section would be more appropriate.

Try putting your old card back in and if you are able to boot uninstall the graphics drivers, shutdown the PC remove old card, insert new card and boot up, install new card's drivers.

only reason i am posting is because the monitors (duel monitor) stay blank and changed cards is the ati didn't work rite so i decided to try a different one-same resoults the manuel says to install drivers w/ old card because you need them to run the ati card and THEN install the card some where esle i red that abit mobos don't work with all in wonder series
