Just got this 19" monitor for nothing!

It's nice but XP doesn't see it, XP just calls it a plug and play monitor.

I've downloaded the driver for it, but how do I install it?

BTW, What actually does the refresh rate do?

go to device manager -> monitors, and update the driver by pointing it to the files. If the driver came as a zip file, you'll have to extract the files into a folder.

Refresh rate is how many times/second the screen is redrawn. You should always try for 75hz minimum at any resolution.
