Dual Monitors: How to Suspend Both?

Ok, my neighbor is running a dual monitor setup on a GeForce 5200 video card with Windows XP. When he sets the monitors to go off, only the first one will actually power down (orange LED, gun turns off), the second one just goes into a 'blank' screensaver mode with a green LED. How can we fix this lil issue?

It's probably just the way that the diffrent monitors behave to the same command.
